Ralph W. Colvin, a clinical psychologist specializing in child development, died June 12 at the Memorial Sloan-Kettering Cancer Center. He was 60 years old and lived on Staten Island. He was the author of ''Preschool Education: A Handbook for Training Early Childhood Educators. A native of Wisconsin, he graduated from Lawrence University in Appleton, Wi. and earned a doctorate at Duke University. During World War II, he served with the Navy Hospital Corps.
